Go into your Program Files > Steam > Steam Apps and delete multiplayer ob binaries.gcf (or move it to your desktop if you're like me and aren't keen on deleting files like that). Then all you have to do is restart Steam and launch DoD:S. I was having the same problem, and this solution worked...
