From my understanding, tribunal suspension go into effect automatically and are simply reviewed by Riot staff for appropriateness. Perma bans, however, have to be initiated by Riot staff.

I have no idea who the leaders of the CS:S division are, much less have any communication with them. Then again, most of the inner workings of this clan are still a complete mystery to me, so this is pretty expected.
