In general the good ones are paid, mainly fraps and dxtory. I recommend you purchase a pre paid visa or something and buy one, but if you must go free the xfire video recorder would be worth a shot.

An AMD at this point in time would be a bad choice, Since he's new i doubt he'll be overclocking so I'd recommend an i5 2400 as a CPU instead. Doing this should provide enough extra money to perhaps upgrade to a 7870 or just cut down the costs a bit.
