I think all food and water should give you full food and water and it should be capped at a max of 3 that we can possess. It doesn't seem realistic for everyone to essentially have an unlimited supply of burgers and water bottles in their pockets.

Please get rid of the AI police and EMS altogether. It is creating too much greenzone violation at mission row with people stealing police vehicles and many of them are continuously driving them around or leaving them abandoned everywhere.
