It is still an issue on certain course maps that don't have enough spawn points, as well as some maps cap out at around 15 people on the team (like kirby's course) because of not enough spawn points as well.

Wardens that do this and "Primary, Secondary, Melee, Nade" are garbage wardens. A limit to something like 50% would be great.

I think he means sort of a cel shading effect with a black outline on the existing markers rather than a new black marker. Cel shading would have this sort of effect on objects (click the image for the gif demonstration of the outlines):
