Team Auto-Balance is Bugged

Detailed description of the bug
Team auto-balance randomly switches players, including top players in the middle of a round in progress or switches players when an auto balance is not needed, instead of it switching players who have recently joined/tried stacking a team

Well auto-balance is sure is weird sometimes because when we have a game 12-1 for Terrorists, it still changed the best player from CT to T at the end of the round. In my personal opinion, I think auto-balance is welcome even though some people want to play with their friends and some players are career T's or CT's (nothing wrong with that). I still believe everyone is more involved and invested in a game that is tight or closer than a landslide victory every round (stat padders love this for sure). Anyway, the autobalance has been trying to balance teams but its been going a bit haywire but we do appreciate the attempt to make things better.

It seems to be a better still acts a bit strange on a rare occasion but so far i havent noticed any crazy issues. ill keep an eye on it next time i hop on. thanks!

I have not replicated what was mentionned above and it seems to take the latest player to join that team and to switch him over. Thanks for the work!
