Admins can't spectate other players, including players on the opposite team and current team

Detailed description of the bug
I'm not sure if this is an intended feature of the new anti-ghosting spectate thing we're trying but admins can't seem to spectate other players again. This makes it challenging to watch and record other players if need be. It seemed to allow me to spectate others for the first couple rounds, then back to not allowing me to spectate players on the opposite team, to then not even allowing me to spectate team players at times. In theory this seems to be a good thing to add, unfortunately in practice it seems a bit buggy.

What do you mean by this? You couldn't watch anyone or could only watch one person but not the entire team?

I think Jupiterr means we can't 'easily / quickly' see the other team to spec AFKs or cheaters. We'll have to pop out to spectator ourselves rather than being able to do it in game.

It's a little clunky for both your team and the other team. The other team, you just cant see. Your team, you have to scroll through players after you die, or camp spawn at the start to see who's AFK.

Add forcecamera
Add mp_forcecamera 1 to prevent ghosting (forces everyone only to see their own team while dead, cant spec opposing team)

Now if an admin wants to spec an opposing player, or roam free camera to find AFK's in spawn (while you're dead), or a naughty spray someone used, we can only change our viewing ability by leaving our team and going to spectate.

which makes it a lot harder to actually enforce rules: naughty sprays, afks, people not following objective etc.

I started the round being able to spectate CTs (team i was on) and Ts (team i was not on), couple rounds later i could only spectate CTs, then at times it would glitch out and i couldn't even spectate members of the team I was on.

When I'm in spec, I cannot see anyone, on any team. Pressing space bar, left click, or right click does not change my view. Using console to type "sm_watch playername" does not take me to the player. I am stuck in a spot, unable to spectate anyone. I certainly could not obtain evidence or produce a demo of a cheater or rule breaker if my life depended on it at this time. Incredibly frustrating.

this is exactly part of what i was talking about. At times, i am able to spectate members of the current team im on (usually only two) other times i can't even spectate anyone. freelook seems to be a thing now, but that still doesn't solve this issue that this new "anti-ghosting feature has a lot more issues in terms of admins actually being able to be pro-active about recording demos of potenial hackers or some other rulebreaker. this new feature is bugged and introduces more issues than it solves

^ same. it's rough and the cheaters know it's busted. They'll go ham a couple rounds until a full ego shows up and then afk. They know we can't spec em.
