I need to know where a good place to start when starting a new map is. As in, is it easier to lay down the floor first? or Is it easier to put walls up. I just need to know what the best way is to start working on a map so that I dont have to concentrate on multiple things at once.

Decide what your map will do, then lay out a basic floor plan, never letting the grid get smaller than 32 (or even 64)
 
draw out sketches of general layout with pencil and paper then once you're done with that start in the middle and build your way out.
 
I sketched mine out with the cells in the middle (jail map), and then I built out from there by starting with the floors, then walls, then ceiling.
 
I start out with a concept sketch first on graphing paper. Then decide on major details: size, function, number of players, and mode. Mode i am using as the term to define its type(ctf cp pl etc). Then you can open up Hammer and start your floor and walls.
