Well of course.

But, for me all I do is text and talk to my girlfriend and a couple of other friends. Thought that's what a phone was supposed to be for.

And it sounds like he wouldn't need all that either.

If you get an Anroid based phone, you can use google voice which allows you to make phone without using minutes and textplus lets you make free text messages.

Isn't there a catch to that?? like doesn't the other person need it also or else it costs money?

No. You only get charged for outgoing texts, so all you need to do is send through it and you're good. Google voice uses voip which just uses your data plan Google assigns you a phone number, and that is the number you have people call and send calls from.

The only catch is you need a data plan, which, depending on how much you talk and text, is probably cheaper.

So basically..........you need to send texts via google voice number and receive texts via google voice number. If you receive through your regular cell phone number or send texts through your regular cell phone number, you get charged?
