Binds are strongly discouraged as personalized warnings are far more effective.

ok, what about when they are not directed at one person or its just simply a reminder ?

All warnings should be personalized and polite, it generates a better response from the player in question.

ah ok, i understand now, so its to determine weather an admin has the right attitude to remain admind right ? so the victim of the warining can issue a report saying the admin ws being abusive because he got to personal ?

if you allow an admin to issue personal warning dose that not allow an admin to get abit abusive/rude? just wondering

Personalized warnings are more from the heart. People warned by a robot usually repeat their offence.

Any admin abuse can be reported using the Drop Box.
