Plus most forums have a general "base" so to speak, and whoever is in charge of that board can edit it how they see fit.

Its a typical forum bored system. Every site has its tweaks to it, but overall its the same. I haven't done too much web making in the past few years, but I believe I used phpboard or something of the sort. It always came with the nifty cpanel :]

EdgeGamers uses vBulletin as it's community/forum software client. We've modified it quite a bit but the same general layout exsists because it WORKS.

ElitePvPers uses the same software (vBulletin).

It is a generic piece of community/forum web software. You license it. People can't 'copy' our layout because the software is what determines the general layout.

Almost every VBulletin layout looks like that unless the webmaster changes it with an already made template or makes one themselves. Look at VBulletins website, except a few minor differences the base of the layout looks exactly the same.
