wierd error

well i still haven't gotten my 8600GTS GeForce, should be in tomorrow, but I was playing with all settings on low and getting like 30 fps which was fine for me. but i noticed my loss was consistently at 15. i tried adjusting rate, cl_cmdrate, and cl_updaterate but i couldn't fix it. any help would be great

do a traceroute to the server... see if you are getting the same bad hops I am....
