Warning: The following is going to edit registry settings. This is the preferred solution I grabbed from the official STEAM Support forum. Do the following at your own risks. Any unnecessary modifications may cause World War III inside of your PC/laptop,

1. Ensure that Steam is not running (close any error dialog windows)
2. Go to the Start button and select Run...
3. Enter regedit and press OK
4. Navigate to the HKEY_CURRENT_USER\Software\Valve\Steam registry folder
5. Locate and double-click the Language registry key
6. Enter english in the Value data field and click OK
7. Start Steam

Please do the following and let me know if it works for you.
If not, I will work with you to get your problems resolved.
We need to get your CS:S running, it's a great game! :)

I've added you to STEAM for further support, as you said you can log into STEAM, but not CS:S.

Problem solved, hope to see you in CS:S!

In case you need it, click this link to see eGO'S CS:S Servers.

p.s. Refer your friends to eGO's technical forums if they need assistance, too. :)
