How to open console ?

Hi mates .
sorry for bothering you again, but i simply cant open my own console. It says the key is "~", but when i press it nothing happens !
Does someone know how to solve this problem ?

Go to "Options" "keyboard" "Advanced" and check "enable developers console"....

Then it should werk!
