Video problem, need help

Okay I just reinstalled my OS and even after restarting my computer before F-disking the BIOS and POST screens had random letters in colors like magenta, cyan, etc.
I F-disked and reinstalled, drivers up to date, everything fine but random dots will appear in those colors or others and the POST screen still has the random dots too

I did not do anything to edit the image i just noticed this when moving the window around and i really cant see why its doing it, the magenta dots btw is what im talking about

res 1920x1200 on a SyncMaster 245BW (LCD) by Samsung if that does anything... but it worked fine last week, the week before, etc

Reinstall the driver for the SyncMaster and your VGA for starters...

Then make sure Windows Update has updated everything...

and somehow downloading over 150 or so updates and rebooting like 7 times isnt fun... dang
