The file you want to edit is in program files/steam/steamapps/<username>/team fortress 2/tf/cfg.
It is called "autoexec.cfg", and you may have to create it. If you do, use notepad and make sure you're not saving it as a .txt when you save.
autoexec.cfg will be executed automatically every time you enter the game, and you can put general scripts in there. Each class also has a .cfg file for custom binds, like rocket jumps or medic autoheal. If the files are not already in the folder, each is called <class name>.cfg, with the exception of heavyweapons.cfg.
First and most important are going to be your network scripts. These will improve your game noticeably if you play projectile classes because of the artificial delay between your mouse click and the exit of the projectile, which this script works to remove.
Taken from Chris' network settings for good connections ( <80-100 ping )

For bad connections:

cl_pred_optimize "2"

Next, for those with the high or low end computers, there are custom graphic configs, from quakelike to movie quality. These are far too detailed to paste into a forum, but I've always had success with Chris' configs.
There are also class specific configs. Chris has a medic config under the last link, and enterprising spies should check out Stabby's spy scripts.
For the lazy soldiers, I find it nice to bind to Mouse 2.
alias +rocketjump "+jump;+duck;+attack"
alias -rocketjump "-jump;-duck;-attack"
bind "mouse2" "+rocketjump"
Engineer oneclick build/destroy scripts are also important for min-maxing. This was taken from tf2wiki's engineer scripts page. http://pastebin.com/raw.php?i=8hAnr8wE
By default, the buildings are bound to F1-F4. To change this, change these values:
alias engieEnable "bind mouse2 +upgrade2; bind mouse3 build_move; bind f1 sentry; bind f2 dispenser; bind f3 entrance; bind f4 exit; bind 1 fixBinds; alias engieToggle engieDisable"
alias engieDisable "bind mouse1 +attack; bind mouse2 +attack2; bind mouse3 +powerJump; bind 1 slot1; unbind f1; unbind f2; unbind f3; unbind f4; alias engieToggle engieEnable"
alias engieToggle engieEnable
And finally, I use and heartily recommend tf2mate to automate most of this stuff.
