Has he installed anything recently? It could be a driver issue. Also, if he's got an older machine, another piece of hardware could be taking it's resource. It's unusual for the card to be bad unless he got a power surge that hit the system. It could be that a system sound option is turned down or disabled. If you went into Control Panel and to Sounds, look around and see if anything is muted. Also, put head phones on instead and see if the sound is there. If it is, then it's the speakers, if not then it's something else.

he now has a set of headphones and the sound works in the speakers too when playing music or anyother game just can not hear the voices he can hear all of the background stuff(gun shots, and so on....) his dad is thinking is the card and just needs a new one

no, that wouldn't be it JMAN, getting a new card would only cost money. The only thing that it could be is a software issue, possibly a driver issue but most likely some sort of setting that if you keep looking will probably be stareing you in the face and you will want to shoot yourself for not seeing it. But don't worry it happens to all of us. Just keep looking.

might not be a steam issue then? is his sound card/settings set up correctly? right click on the speaker in the taskbar -> select adjust audio properties -> click on the audio tab -> and make sure the 3 settings have the correct sound drivers selected. when i had this problem...i had a weird driver for sound playback, and i selected Realtek AC97 Audio and then i got sound in dod.

but then again..it is interesting how he hears music, gun shots, and all that...so i don't think it's a sound card issue.
