I just purchased win8 for 39.99 via MS store. With as cheap as the are charging for it there is no need for an OEM or student version.

As far as PEGI 18 or Mature games...they will be available on the windows store

You can get Start8 from stardock that gives you a start menu
Ive played around with all of the Betas and i gotta say that though it is a big change from the norm. It is quite easy to use (switching from start screen to desktop and VISA-VERSA)Its faster than win 7. With the xbox app you will be able to play your xbox Through your PC.
There are things that need to be refined but overall this definitly isn't ME/Vista.
