Would I download Ventrilo for Windows 7 even though I have Windows 8? Also, where do I find if I have 64bit or 32bit. Thanks!

Your two options is to download:
Windows 32bit - XP, Vista, Windows 7 (Version 3.0.8)

Windows 64bit - All 64bit platforms (Version 3.0.8)
