tf2 weapon skins

I have tried to get weapon skins and new huds plenty of times before, I look up walkthrough on google and I follow them to the best I can, am I supposed to move the file itself into the tf folder or whats in the file say its scripts and materials into the scripts and materials file in the tf folder?
