yeah thats it I know its my graphics card Ati Radeon 9550 i did everything steam told me to and im still stuck :(

heres the steam help thing:

Did it not work with -dxlevel 81 in the start parameters?

If a re-install of the drivers didn't work, you might want to try Driver Sweeper (Just google it, it's from 3dGuru) and then install the drivers. Also, if you're using stock you might want to try 3rd party drivers like over at TweakForce.com
 
You really didn't respond to the last set of questions. If people ask questions when they are trying to help you, you really need to respond to each item that they asked/suggested. If you don't, we assume that you got it fixed.

Per the Steam help page:
Did you fully install all Windows Critical Updates?
Did you update to the latest .NET framework?
What version of Catalyst did you install?

It's the video drivers. There's been HUGE problems with ATI's AGP drivers. I've been fighting them since the first ones released for the HD2600 pro. There are hardware acceleration problems and d3d problems up the wazoo in cat 7.7 - 7.12. These are the "hotfix" 8.1's. Even the proper 8.1's are fubar on my other rig.
