Lua is a scripting language. Lua was created long ago by members of the Computer Graphics Technology Group at PUC-Rio in Brazil. Commonly, Lua is mispelled "LUA". Don't make this mistake, though. Lua doesn't stand for anything, it's one word. In portugese it means "Moon".
Garry's Mod (and many other games) use Lua to 'script' things ingame, which means basically control things. Lua itself doesn't have much power. Lua is simply telling Garry's Mod what to do and getting all of the credit.
Unlike programming, scripting languages are much easier to write. Lua is one of the easiest languages out there, and compared to other scripting languages, very fast.
A lua file is called a script. A lua file is nothing special. It's plain text. A Lua instance (which you'll learn about below) turns this plain text into code that the computer can understand whenever a script is loaded.
