It's been said plenty of times, but could you point out where it's stickied?

Every month or so this rule gets broken wholesale and a forum post goes up telling people not to do it, but I guarantee you that a month from now when this thread is lost in the obscurity of inactivity the rule will be broken by people who weren't members today.
