Now, I myself haven't been with eGO nearly as long as anyone but by hearing about this hacker/s and seeing it first hand in a while I've decided to look a bit deeper into the issue.
I'd ask that on this thread that any information be accepted and reviewed by all to help solve this issue.

Several key subjects to look into are:
->The Constant IP Changing [Takes up to a 30s or more]
->MAC Adress switching [Takes less than a second]
->RCon
->Source Mod Administrative Validation

Follow the subjects of MAC Adresses and IP changing, these actions are virtually untrackable and impossibly hard to stop.
Several games such as ARMA II, Minecraft, and any Source game currently are affected. Not all in the same way but in some cases such as a few in TF2 servers have been known to get put to FULL STOP initially stopping the main server; locally hosted or deicated. Issues with games such as Gmod, CSS/GO alongside TF2 have granted said hackers the power to unban, unmute/silence, and majority; if not all actions you take against them to be reversed.
IP Banning will not work without a physical IP, giving the persons location (which I might add is highly frowned upon if not illegal), MAC Adress changes are virtually untrackable and an action that takes a fraction of a second. Finally RCon and SM Admin Validation would grant them near endless access to server settings including the power to change bans, whitelist, admins, and as stated even stop the server.

A lengthy read indeed and an even more tedious research, I believe this probelm can be solved without the reliance onto Valve and other key game developers to take control of these situations.
With the right minds and the dedication I'm sure a solution to at least limit the hackers abilities is possible.

What you're asking for is already being done by game design/networking professionals. There is nothing new that an average gamer or even a hardcore gamer would know or even suggest any possible solution since we do not know what servers the company uses for multiplayer use or cloud storage. Nor do we know what kind of protection they already have.
 
I honestly don't know where this entire thread idea came from or what you hope to accomplish realistically.

I gathered that he thinks we somehow have the power (as a consumer of video games.) to make a way to mitigate hacking on said games we purchase.
