Okay, so I upgraded my power supply because I never knew my old one was only a 450w. I thought this would help out my video card put out a better frame rate, but is still never consistent. Starting to get frustrated. You would think a gtx 660 ti could at least pull 60fps, but it can drop to the teens... Usually at the worst timing. All I play is CS:S and GO. Any help would be much appreciated!

You already found your problem yung. It's your CPU; that's a low-end CPU that I would only ever use in a HTPC or $500 budget PC build. For future reference, AMD APU CPU should only be used in low-end, budget builds where you won't need a GPU (or for low graphic gameplay).
You may be screwed because to upgrade, you will most likely need to replace the motherboard as well since the better gaming CPU's are on a different socket compared to the A4-3400.
