skill level is worth far less in the 32v32 rumble that is dust2. All the Ts need to do is work together and push A. The problem is they don't, they camp around in spawn. The problem here isn't that "good players" are on one team, it's that the other team can't coordinate a delayed push after a lot of the grenades are used up. You could reverse the teams entirely and the Ts would still lose because of the choke points the Ts have to funnel through. You just can't frag your way to wins in that map when its 32v32 and you're a terrorist.
