No. There is never a reason to buy nothing on the pistol rounds.

800 save + 1400 loss + 1900 loss = 4100. only enough for rifle + vest + 350 if you full save 3 rounds in a row. Your team isn't going to have money, so you won't be buying until round 4 anyway,. having 6500.
If you bought vest first round and force bought second round instead, you'd have
150 + -100 + 1900 + 2400 = 4350, enough for rifle, vest + 600. You are just as well off but you had way more opportunities to make impact plays in the first and second round compared to a full save.
