Tech Help Friends tf2 issues

I have a friend who often goes onto our 2fort server but he's suddenly having some issues with his display. " the entire window is... misshapened. Let's say I want to select my soldier loadout. I need to click on where pyro is to get to soldier. THe game seems to not be displaying itself correctly, because the game is acting like everything is normal" is what he let me know.

A screenshot would be great to better understand this issue. Did your friend do any GPU updates?

I'd suggest he reset TF2. He can do that by deleting the "cfg" folder inside the Team Fortress 2 files. I recall having this issue a long time ago and just reset, and it seemed to be fine. These would be located in C:\Program Files\Steam\steamapps\common\Team Fortress 2\tf

He says it kind of worked. He can play now at least, but only in windowed.
