I think the only way to do an anon review on someone is to do a CL. Back on pG, you used to be able to simply go on the person's forum profile, click a button, and write a positive or negative review. You also used to be able to do it in-game through console by simply doing sm_down/up, but that's not as important.
I think being able to simply review someone off their profile will probably get more recommendations because it's more simple and some don't know where to make recommendations/reviews.

Even doing small, written reviews on the servers would be nice (only members/recruits and up should be allowed to).

That way leadership can quickly look up reviews on people to get guidance when promoting.

We (used to) have sm_up and sm_down for positive and negative reviews
 
I could see the meaning behind this, yet:

1. For the !down/!up part, didn't we just add forum rep.,
2. You could write a visitor message for people if you really felt that way,

Rep is meaningless. It only shows positive or negative feedback, but not what was done to warrant it.
Visitor messages aren't anonymous.
 
+3 i like this idea, for there will people also get more noticed of their work, in the community, so will CL also have a bit higher prioity to look at that player and his work, and maybe give the person a promo one day, you can do promo rec and the review of the player it will benefit both cl and divisons to get noticed on a player with their work

I feel like this system was much easier for the user and leadership to filter out the good seeds vs the bad ones. I don't make a CL unless I think its absolutely necessary.

I do know that we would love to hear from people through the CL forum more with situations like this because it gives us an idea of how certain players are acting. We can't be on all the time and we rely on our trusted members to give us information that we can't see.

Mayhem nailed most of it here. We had a discussion about this among leadership recently:

We previously had a more public system about showing issues with members. It didn't work out well and was abused with admins using these tools improperly.

If an eG or eGO posts a recommendation for a member in the "Contact Leadership" forum, because an admin is posting it, we will view it with more weight than just a random recommendation for someone.

In terms of problematic users, we still would like to see these made as member reports in the Contact Leadership forum to make us aware that there is an issue with someone. You can always PM your games respective leadership and let them know so it can be noted and taken into account for any future actions.
