Please describe the issue in as much detail as possible.

Upon joining CSS I was notified by @Beyonc? that the server has glitches since the server was changed today. While the server did change, the majority of the plugins were not enabled to include sprays, the reputation system absent, some admin commands via console, and that the amount of players per team was capped at 20 *thus a total of 40 people can be playing at one time* while more than the total amount of players in the server could exceed 40, thus giving fellow patrons a false since of joining. I contacted CtrlAltDelicious via teamspeak about this and he tried to restart the server. Upon failing while playing another game (Apex Legends); he actually joined the server to see first hand what was going on. After failing to restart the server while he himself was in server, this makes me worry because he is a manager and a leader...which concludes that this server change might have more problems than what most people see.

What should be happening instead?

Return plugins for reputations, restore all admin commands via console (ex. sm_pchat); enable spays, and enable server to have 64 total players.

Please describe how to replicate the bug in as much detail as possible

Unfortunately, I disconnected before saving the console commands so I can report these issues.
