Dead people able to talk while being dead.

Please describe the issue in as much detail as possible.
On certain maps, I've noticed that dead people can talk as if they're alive, but they shouldn't. Some of the maps such as minecraft maps, it usually occurs during the start of a new map. Yet I'm not sure if this is an issue on other maps.
What should be happening instead?
They should not talk? I think.
Please describe how to replicate the bug in as much detail as possible
Wait for the round start waiting period to be over, kill someone, ask if they can talk.
