So something I've noticed we have a rather large abundance of is people constantly stealing a local vehicle off the street with ease and no consequence. It happens so fast, even myself as a law abiding citizen who sometimes tries to step in can't even respond to the situation before they've fled the scene.
My suggestion is that we lock ALL local vehicles. In order to steal any vehicle, you will need to use a lock pick. In order to steal a local vehicle that is being driven by a local, you will need to hold them at gunpoint and in turn they will step out, they will then need to give you the keys(This will not give you ownership, just the ability to drive it) and then you can steal and drive the car.
On top of this, make the AI auto dial 911 the second they get held at gunpoint and make the amount of time it takes for the AI to give you the keys randomized, so maybe it takes too long and your better off booking it before the cops show up.
Ultimately this will boost roleplay on the server, it will mechanically support the RP involved in stealing random civilian cars. It will change from a decision of convenience to a decision of intention. It will make stolen vehicles a more prevalent RP focus. This can also be tied into what I believe is the upcoming chop shop script we have coming in, giving people a reason to steal certain cars using lock picks.
