GTA V RP - Lock ALL local vehicles

So something I've noticed we have a rather large abundance of is people constantly stealing a local vehicle off the street with ease and no consequence. It happens so fast, even myself as a law abiding citizen who sometimes tries to step in can't even respond to the situation before they've fled the scene.

My suggestion is that we lock ALL local vehicles. In order to steal any vehicle, you will need to use a lock pick. In order to steal a local vehicle that is being driven by a local, you will need to hold them at gunpoint and in turn they will step out, they will then need to give you the keys(This will not give you ownership, just the ability to drive it) and then you can steal and drive the car.

On top of this, make the AI auto dial 911 the second they get held at gunpoint and make the amount of time it takes for the AI to give you the keys randomized, so maybe it takes too long and your better off booking it before the cops show up.

Ultimately this will boost roleplay on the server, it will mechanically support the RP involved in stealing random civilian cars. It will change from a decision of convenience to a decision of intention. It will make stolen vehicles a more prevalent RP focus. This can also be tied into what I believe is the upcoming chop shop script we have coming in, giving people a reason to steal certain cars using lock picks.

-1 We have tried this and i did not like it, especially when im on the server alone and no one can pick me up. Lockpicks are expensive. The part with the gun could be tried out though. But this might be to annoying for Police just having to respond and end up in a chase. Up to the police to figure that out.

The lockpicks would only be for stationary vehicles. The only reason you'd use a lockpick is for a vehicle you want for a purpose, like the chop shop script they are working on? Maybe that car will be more valuable than the use of one lockpick. Gunpoint would be used for all vehicles on the road with a local driver in them, which are generally the ones getting stolen left and right now.
 
I would be open to this kinda... kinda... lockpicks would have to be reusable like the tuner kit, and who's going to call police when held a gunpoint? (I already disagree with every drug sale denial being called into the police) This will probably increase RDM against civs in cars, but at least it'd force people to be in a smaller back alley situation, as opposed to shooting so openly.

The game's controls are too inaccurate by design, ai is too stupid, and cars despawn too easily sometimes. With these arguments combined. I don't think it's fair that our cars should be such an inconvenience, especially with the lack of options a lot of the time, i.e. a lot of time without mechanics, or transport services online. This is why I believe the current convenience is as it is. (though I'd be down for cars being locked, and lockpicks being reusable)
 
Meh im half and half with this idea, I wouldnt like it for all local cars to be locked but the gunpoint car robbery thing is nice +1/2
