[MC] Remove Voting Keys and Common Scrolls from Rare+ Scrolls

Title.

It sucks when you get a rare scroll and you grind for a day+ just to get a voting key or a common scroll. It takes a lot of effort just to complete the rare+ scroll so having that as an option is a sort of slap in the face.
