surf_suprise no zoning

Please describe the issue in as much detail as possible.
no zoning on the map, cannot start the map, or finish the map.
What should be happening instead?
should be able to start the map, and end it. and get a time. there are currently no times.
Please describe how to replicate the bug in as much detail as possible
unable to begin or start map.
Any extra info we may need to know
its a great map, it's a staged map also.
