[WARDEN] tag appears on random CTs / multiple CTs

CT's are getting [WARDEN] tags randomly

What should be happening instead?

CTs should not be getting these [WARDEN] tags

Please describe how to replicate the bug in as much detail as possible

Play on the server for a little and watch CTs accumulate the tag

An easy fix is just to message the player cl_clanid 0, and Larry said that this is only happening because gangtags are disabled
