Decay Potions Don't Work

Please describe the issue in as much detail as possible.

I made Decay II (Wither II) Potions in Survival because I reached level 850 in alchemy.

I used both a tipped arrow and a splash potion to test and neither one of them damage me or Vincent. I made sure I had no other effects. It gives me the wither II effect, but no damage is taken... this was in /warp pvp

What should be happening instead?

I should be taking damage from wither II effect

Please describe how to replicate the bug in as much detail as possible

Make a Decay II potion and try to use it

MCMMO has gone through a rehaul when updating to 1.16, so when we launch 1.16, if this issue still persists, please feel free to let me know and create a new thread.
