All it is is a picture of a smile face ha ha with a Filter on it lol and a blending glow in the back gound of the text with i think counter and bevo... i can help you get more advanced in Photoshop if you want more help man but grate start at messing around with it...

Well instead of using the spatter effect of the smiley render, just use some smudge brushes, it doesn't leave those white spots near the edge.
