Yellow and green sports car drives like a maniac on elgin just south of pillbox under the bridge

Description of the bug.
So I've seen this a couple times, yellow and green sports car starts driving like a maniac just south of pillbox on elgin ave. There is always NO driver in the driver seat, not even a local, as soon as you run up and get into the vehicle, the activity stops and the car is drivable, does not attempt to drive again once you get out.

What should be happening instead?
AI shouldn't be repititiously driving like a maniac over there

Really no idea what causes this

This is an issue based on stock GTA, I could have the Dev Team look into it, but the entirety of the Locals and AI's is controlled by Grand Theft Auto itself and is not manageable by us.
