Lights appear on players when spectated

Description of the bug.
It appears that there are lights/flashlights appearing on players who are being spectated.

What should be happening instead?
No lights should appear.

Describe how to replicate the bug.
This is hard to replicate and may be based on the # of people spectating a single person. I would suggest having 3-4 people spectate one person to see if this problem can be replicated consistently.
