RTV % abusers

Detailed description of the bug
You don't need more than 70% to RTV on advanced surf so someone can troll you by rtving you off of your map if you're alone. The % needs to be higher so I can actually play a map without getting some troll who cant surf to kick me off my map when I'm in WR run.

lmao i would say totally skills issue, jokes aside i somehow remember this being discussed by someone some time ago and i thought they did something for the RTV with low population (example 2 persons), guess i was wrong.

@MSWS would be cool when only 2 players or idk less that 5 the RTV percentage changes, with 2 players for example both need to agree in the RTV

Yeah that's pretty cool man! An admin hopped on, went to spectate, looked at me running the map, rtv'd while I was on s3 of 4 with matching Avids rec. It doesn't matter on ADV surf anyway people who cant run the map get bored and hop off when the % is high so it doesn't effect players who can actually play the maps. However if the % is low (probably 50 right now) you can just troll people. People who actually play hard surf maps have respect for people running the map and usually ask before hand if they can RTV off the map. Its just annoying when someone sees a T6 and they RTV because they cant play it.

Beginner surf should have +50% RTV
Advanced surf should have +70% RTV

but, i tried pushing that for a year+ w/ no luck. i doubt anything will change.
