Why can't I use both of my screens when I play TF2?

I'm not entirely sure this is a tech question as much as it is a general question..

I have two monitors in use and when I play TF2, I can not use the second monitor without TF2 minimizing to the desktop. For instance, in CSGO when I play TTT, if I ban a player I can keep the game play running on one screen and use my second screen to go to eGO and enter my MAUL notes, but I can not do that in TF2. Is there a setting I need to enable for that function to work like it does on CSGO or am I doomed to be inconvenienced every time I wanna use my second monitor?

If you want to be full screen on one monitor, in your startup options do -windowed -borderless, then set your resolution with “-h 1920” “-w 1080”

In the end it’ll be something like mine which is like….

-novid -condebug -windowed -borderless -h 1920 -w 1080
