Respawn time issues on Snowycoast

Detailed description of the bug
When playing the map PL_Snowycoast the respawn times for BLU team are inordinately long. Under normal circumstances BLU team has the spawning advantage over RED team. To my knowledge this issue only occurs on Snowycoast.

Thanks for the report! we are currently discussing a system to better help with the respawn times on Payload, but we will look into getting these times fixed. Thank you very much for reporting this!
