Dust2 Sprays stop working

Detailed description of the bug
The Dust2 Server has been experiencing a bug where sprays stop working. The other day this happened and a server reset fixed it, but today i noticed the bug/glitch has come back.

Ever since we played the dust2 xmas map, something changed. Maybe configuration server side?
