Counter-Strike Not Planned Allow O members to initiate a vote to restart round command

Often times a map will become bugged, more often than not on TTT. And players will be stuck waiting for the entire round to finish even when no further actions can be completed.

Allowing for eGO members to vote for a round restart would be super helpful so that you either, A: don't need a manager present or B: need to wait out the length of the round. I originally thought of this being allowed for any O to initiate a restart but figured this would be degrading of managerial permissions.

With imminent framework migration this issue has been fixed. Marking as Not Planned, for now but i will leave this open for further replies and testing until it is confirmed fixed
