i've joined the server a few times now since redlownloading CS,after not playing for years...players cannot do anything when there is only 1 or 2 players because of the warmup timer. so far in the last 3 weeks, ive only been able to join once when there was someone on,and we tried changing maps,switching teams, and still couldn't do anything.
if you remember,or ever played on tangoworldwide back in the day i was an admin there for many many years, until they shutdown there servers...i was always on at weird hours for and got the servers populated for the weird hours,( can't do that anymore) however being able to run around the map like that with 1 or 2 players at the time helped populate the server,we would or atleast i would at the time depending on the server pop,many others at those late hours would also just have lots of freedays until there were enough players to give a good ct-t ratio min 2 cts most of the time,not many were willing to be the solo CT so...
anyways...i am a codex subscriber at the moment,and could donate some of my usage towards the server(taking a course which i need most of it for atm though so...)
