Graphics Issues Since Upgrade!

It looks like a overheating issue to me, Check and see how hot your card is running. If you have it overclocked you may have to lower the clock some, If its not overclocked you might have to underclock it by 5-10Mhz at a time until it goes away or get a PCI slot cooler. Ive seen things like that before and its ususally overheating problems. Maybe that'll help some, Hope you get it fixed.

Yeah that's either artifacting due to heat. Or you have model problems, and if you delete your local game content in Steam and redownload/install, you should be okay.
If it's the heat thing, check the heat of the card (Google SpeedFan, it'll tell you), and if it's running very high, try to underclock it (Google Overclocking and do the opposite). If that doesn't do anything, your card may have faulty cooling, and I would try to get an RMA or similar.

I have not seen this, though it could still be an overheating issue.
After initial digging, that card should not be prone to overheating unless you are overclocking. There are several websites that talk about how to overclock this chipset. Some of the GS series also come with advanced heat pipe technology for cooling. Ask Quaffer about heat pipes some day. There are also power supply concerns depending on how far you push the overlclocking world. Since yours is based on the GS series, I don't see you pushing yours to the extreme limits. There may also be a card next to your video card that is causing a heat problem to occur.
If you were concerned, one short trick is to try leaving the case open and try an external cooling fan just to check it out. There are some pretty wierd things I have had to try to test different technology but you do what you got to to in order to start ruling out problems.
I am digging into some specific support groups and will let you know if I find something in the next 24 hours.

I recommend you try to get this thread moved to the tech help area of our website. There are many very high level experts that read those threads.

The temp on the card is good it does use a heat pipe that is fanless, which under load peaks around 70 oC. The other reason I don't believe it is heat is bec the glitching is so consistent... whether i have played for 2min or 2 hours. All the same things glitch the same every time. Screen res is 1024x768 @ 60Hz... CPU is ant Atlhon 3200+ with 1GB of ram.

yes, is the card melted at all lol?
I have found similar types of images and many refer to it as clipping. I have found a few that have said it was the power supply and a few that say it is the driver. One example web site is:

Download the wmv file and about 30 seconds into the fuzzy picture it comes into focus and you see this person's issue. He ended up with a new power supply even though things worked fine just before an update to TF2.
I suggest searching on clipping which is a hard word to use to find video stuff. Most searches will produce video clips and not video clipping. I will keep looking, but figured this was another direction to explore.

One small question is when you change drivers as you said previously, are you uninstalling the old one first, or right over the top of the existing driver? I am not convinced its the driver, but I would not rule it out yet. Still digging.

take that card back man. its defective. i got a 7600gs 512 mb version from PNY and it works fine. Never gets over 50c after hours of gaming. Try and get one that has a heatsink/fan not just a heatpipe cooling solution.
not the most powerful card but it should play dod:s without too many framerate issues, its actually a great budget card for people with older systems like mine. the price was right so im assuming thats why you got one as well.
