This problem is fixed, just sharing my story...
Late Saturday night, the power went out (and thus, my comp). After the power came on, I started it. It went to the Windows XP (Pro) splash page. After the splash page disappeared, about 6 seconds elapsed, a BSOD very briefly displayed, and then rebooted...over and over again. The comp was unusable and unbootable. I fumed a bit. I thought the power fried something.
I started unplugging/checking hardware Sunday, playing with the BIOS settings, anything I could think of to no avail. I was totally stumped, and thinking of getting a new comp (this one is 4 years old). Finally today I started to try reading the BSOD message. After numerous frustrating boot loops, I managed to get "Stop", "could not load registry" and c0000218. This had to be an error message. Doing a Google search, I managed to find the problem - a bad registry in Windows. I found a link to MS support on another comp, followed through their goat-rope manual procedure, and managed to get my comp back online without losing my files, loaded software, etc. I'm now totally relieved and back online.
