Long as it does not give you a view advantage I wouldn't call it cheating.
Remember that any game that is offered by steam is still their property and no matter what the mod is, they can ban you as they see fit.
There are definitely some cool looking mods out there but no matter how small or big the change is, there is always a risk of getting banned if you alter the original material.
You can't be banned for it, vac2 system cant detect custom models! Even Cheat models can't be detected, but if had a 3rd party tool going on you might get banned.When I played the regular CS years ago, I was banned for it.

I had an customized AWP skin, it did not give me any "enchantments" and that was the only thing I had done to the game.
They blabbed about my personal game file was modded or blah blah blah, since then I've not messed with any game material because of the possibility.
Skins won't trigger VAC2, nor will most scripts, actually. VAC usually looks for other things. However, I think things like bright colored skins, i.e noobskins are disallowed.
