Laptop won't turn on

My brother's Dell XPS M1530 laptop has a problem- it won't power up.

SPECS:
Intel Core 2 Duo Processor T8300 (2.4 GHZ/ 800MHZFSB, 3M L2 Cache)
Operating System: Microsoft Vista Home Premium
Memory: 4GB 667 MHZ DDR2 2 DIMM
Hard Drive: 250 GB 5400 RPM SATA 9.5 MM
Video Card: Nvidia 8600M GT

While I was away, he took apart a panel on the underside of his laptop to clean his fan. He used compressed air to blow away all of the dust of his fan. He told me that he was grounded and he never made contact with the insides of his laptop. He later put the panel back on and ran his laptop, which was fine. It was time for dinner, so he turned his laptop off. The problem occured afterwards.

He tried to turn his laptop on, but it was unresponsive. He normally runs his laptop without his battery, so he then inserts the battery and tries to run his laptop with the ac adapter plugged in, again with no response. The light on the ac adapter is on, but the light indicators on his laptop were off.

I was wondering if anyone knows the solution to this problem.

I had this happen to me before, it was because of a FUBARed motherboard, but seeing as he opened it and blew out the dust. A wire might have come loose. Try checking to see all wires are connected properly on the inside.
 
Mighty fine laptop you've got there, anyways I suggest what bravo said, but make sure when you use the compressed air not to turn it upside down, that releases the liquid which can damage your computer. I completely messed up my old video card doing that.
 
Good news guys! A Dell contractor came by today and replaced the motherboard! However, he said that if this happened again, it would mean that the problem is the fan(s). D:
