Game folders

Since this is more a doubt than a problem i decided to put my question here and not in the Tech Support or any of the Divisional forums, anyway here's the doubt.

Well, since i'm running out of space in one of my hard drives, i decided to delete some stuff, but when i reach the part where i gotta delete/unistall some games in my steam folder, i just can't (because is pretty annoying download all these games stuff), anyway that's not the problem, the problem is that in every single game folder (i.e. team fortress 2) there are some "useless" folders inside, one of those "useless" folders are the cache folder (team fortress 2\tf\cache), and the downloads folder (team fortress 2\tf\downloads), I've been inspecting those folders and i found out that the cache folder contains some map related stuff, but i don't see what's the point of having them since the maps are downloaded in their respective maps folder, and the downloads one... well it just contains a lot of .dat files whit random names i.e. ffffffff.dat (Yeah, believe or not, there's one named that way).

The question is, is there anyway to delete all the stuff in those folders? i mean, i don't know what could happen if i delete something, and i definitely don't want to screw my game, and since they're occupying between 400 - 500 mb in my hard drive id like to get rid off them.

So that's all, any help is appreciated.

any deleted game files will be downloaded and reacquired automatically through steam.

When I am trying to separate custom content from stock I first backup the game and same the back on the desktop or an external drive. I then uninstall the game. Then I check the game's install folder, and anything thats left should, in theory, be custom content. Its easier to sift through it that way though. Might not work will all games however.

When I try to separate the content from the custom shop, which I first backup behind the game and even on the desktop or an external drive. I then uninstall the game So I check the game installation folder, and thats nothing should in theory be customized content. Its easier to sift this way himself. Unable to work every game, however.
